Here is what the State of California requires from caregivers who work for
an Agency (A licensed Home Care Organization, HCO)

  •    California law requires all California home care organizations (HCOs) to be licensed and also
to have all of their caregivers, referred to in the law as “home care aides” (HCAs), undergo
successful background checks and register with the state. The Home Care Services Bureau HCSB
(Bureau) provides regulatory oversight for this.

  •    Prior to providing any services for clients of a HCO (a Home Care Agency) all caregivers must:
Register on the new Statewide Registry of Qualified Caregivers (“Home Care Aides”) for a
$25.00 fee that will most likely increase in 2018.
The Bureau has established a registry that lists all applicants who have met the
requirements to be registered and which HCO’s they are affiliated with (working for).
            Registration requires:
A background examination, including submission of fingerprints, that the caregiver
                        pays for.
A declaration regarding prior criminal convictions.
Evidence that the home care aide can comply with the requirements of the law and
is of “reputable and responsible character.”
Disclosure of any prior revocation or disciplinary action against the home care aide
                        applicant.
                      Successfully pass a TB test.
Complete the State’s required HCA documentation.
Complete an initial 5 hours of training and 6 hours of training annually thereafter.
A signed statement that the applicant has read and understood both the HCSCPA
and other rules and regulations enacted under that statute.
Receive verification from the Bureau that the caregiver applicant successfully
                        passed the criminal background verification.
